”மீட்கப்படும் குழந்தைகள் துன்புறுத்தல்களிலிருந்து காக்கப்படவேண்டும்”- ஓய்வு பெற்ற நீதிபதி-"Recovered children must be protected from persecution" - Retired Judge

“பேரிடரில் மீட்கப்படும் குழந்தைகளுக்கு அன்றைய நாள் உணவுக்கு மட்டும் உறுதிதராமல், அவர்கள் வருங்காலத்தில் பாலியல் துன்புறுத்தலுக்கு ஆளாகாதவாறு சுற்றுச்சூழல், வாழ்வாதாரம், கல்வி, பாதுகாப்பாக அமைந்திட முயற்சி மேற்கொள்ளப்பட வேண்டும்” என மனோன்மணியம் சுந்தரனார் பல்கலைகழகத்தில் பெண் குழந்தைகளை பேரிடரில் இருந்து மீட்பது குறித்த பயிற்சிப் பட்டறையில் ஓய்வு பெற்ற நீதிபதி செந்தில் குமரேசன் தெரிவித்தார்.

திருநெல்வேலியில் அமைந்துள்ள மனோன்மணியம் சுந்தரனார் பல்கலைக்கழகத்தில் தொலை நெறி தொடர்கல்வி இயக்கத்தில் கல்வியியல் துறை மூலம் “பேரிடர் காலத்தில் குழந்தைகளை அதன் விபத்தில் இருந்து காப்பாற்றுதல்” என்ற தலைப்பில் 5 நாட்கள் (நவம்பர் 15 முதல் 19 ) பயிற்சி பட்டறை நடைபெற்றது. இதனை தேசிய பேரிடர் மேலாண்மை நிறுவனம், இந்திய உள்துறை அமைச்சகம் மற்றும் மனோன்மணியம் சுந்தரனார் பல்கலைக்கழகம் கல்வியியல் துறை சார்பாக இந்த நிகழ்ச்சி நடத்தினர்.

இப்பயிற்சிப் பட்டறையில் காவல்துறை, வருவாய்த்துறை, கல்விதுறை, ஆதிதிராவிடர் மற்றும் பழங்குடியினர் நலத்துறை மற்றும் ஊரக வளர்ச்சித்துறை என 5 துறைகளில் இருந்து பங்கேற்பாளர்கள் கலந்து கொண்டனர். ஒவ்வொரு துறை சார்ந்து கலந்துகொண்ட ஆர்வலர்கள் தங்கள் துறையில் பேரிடர் காலத்தில் குழந்தைகளை மீட்பதற்கு மேற்கொள்ளப்படும் முறைகள் குறித்தும் புதிதாக சேர்க்கப்பட வேண்டிய திட்டங்கள் குறித்தும் வரைபடமாக வரைந்து மற்ற துறையினருக்கு வந்திருக்கும் பங்கேற்பாளர்கள் முன்னிலையிலும் விளக்க உரை அளித்தனர்.

காவல்துறை சார்பில் கலந்துகொண்ட நெல்லை மாநகர காவல்துறை ஆணையர் செந்தாமரை கண்ணன் குழந்தைகளை பேரிடர் காலத்தில் விபத்திலிருந்து காப்பாற்றும் முறைகளைப் பற்றி எடுத்துரைத்தார். இதனைத் தொடர்ந்து பேசிய பல்கலை கழக துணை வேந்தர் பிச்சுமணி தெரிவிக்கும்போது, “பேரிடர் என்பது மழை வெள்ள சேதம் மட்டுமல்ல. பெண் குழந்தைகளுக்கு பள்ளி கல்லூரிகளில் பாலியல் ரீதியாக ஏற்படும் தொந்தரவுகளும் பேரிடர்தான். அதனை மனதில் வைத்து குழந்தைகளை பாதுகாக்கும் முயற்சியில் நாம் ஈடுபட வேண்டும்” என தெரிவித்தார்.

இதனை தொடர்ந்து பேசிய ஓய்வு பெற்ற நீதிபதி செந்தில் குமரேசன் கூறும்போது, “காலநிலை மாற்றம் காரணமாக பல்வேறு பாதிப்புகளை இயற்கை சந்தித்து வருகிறது. அதன் பாதிப்புகளை மக்கள் நாம் சந்தித்து வருகிறோம். பெரும் சுகாதார அச்சுறுத்தலாக டாஸ்மாக் இருக்கிறது. டாஸ்மாக் அருகில் பிளாஸ்டிக் குப்பைகள் அதிகம் சேர்கிறது. அதேபோல் கண்ணாடி பாட்டில்களும் அதிகம் சேர்ந்து சுகாதாரத்தை கேள்விக்குறி ஆக்குகிறது.

பேரிடர் காலத்தில் மீட்கப்படும் குழந்தைகளுக்கு அன்றைய நாள் உணவு வழங்கப்படுவது மட்டுமே வெளியே காண்பிக்கப்படுகிறது. மறுநாள் அவர்களின் நிலை என்ன என்பது கேள்விக்குறியே. பேரிடர் காலங்களில் பெற்றோரை இழந்த குழந்தைகள் ஆதரவற்று நிற்பதும், அவர்கள் சேர்க்கப்படும் முகாம்களில் பாலியல் ரீதியாக துன்புறுத்தலுக்கு ஆளாகும் செய்திகளும் நாம் கேட்டுக் கொண்டே இருக்கிறோம். குழந்தைகளின் பாதுகாப்பை உறுதி செய்யும் வகையில் அவர்களுக்கு பாலியல்ரீதியான தொல்லைகளிலிருந்து பாதுகாப்பு அளிப்பது தொடர்பான முயற்சிகளை நாம் அனைவரும் முன்னெடுக்க வேண்டும்” என தெரிவித்தார்.

இந்த பயிற்சி பட்டறையை முனைவர் செல்வராஜ் ஒருங்கிணைத்தார். பல்கலைக்கழக பதிவாளர் மருதகுட்டி தலைமை தாங்கினார்.

Senthil Kumaresan, a retired judge at a training workshop on rescuing girls from disasters at Manonmaniyam Sundaranagar University, said:

Manonmaniyam Sundaranagar University, Tirunelveli hosted a 5-day (November 15 to 19) workshop on "Protecting Children from Disasters in Disasters" by the Department of Education in the Distance Continuing Education Movement. The event was organized by the National Institute of Disaster Management, Ministry of Home Affairs of India and the Department of Education, Manonmaniyam Sundaranagar University.

The workshop was attended by participants from 5 departments namely Police, Revenue, Education, Adithravidar and Tribal Welfare and Rural Development. Enthusiasts from each department participated and gave a presentation on the methods of rescuing children in times of calamity in their field and the plans to be added anew in the presence of participants from other disciplines.

Nellai Municipal Commissioner of Police Senthamarai Kannan, who was present on behalf of the police, spoke on ways to protect children from accidents during disasters. Speaking on the occasion, University Vice Chancellor Vander Pichumani said, “Disaster is not just rain and flood damage. Sexual harassment of girls in school and college is also a disaster. With that in mind, we must work to protect children. ”

Retired Judge Senthil Kumaresan said, “Nature is facing various impacts due to climate change. We people are experiencing its effects. Tasmag is a major health threat. Adds a lot of plastic debris near Tasmac. Likewise glass bottles together too much make hygiene questionable.

It is only shown outside that the children who are rescued during the disaster are given food for the day. What is their status the next day is questionable. We continue to hear reports of children who have lost their parents in times of disaster being left helpless and subjected to sexual harassment in the camps where they are being housed. We must all work to ensure the safety of children and to protect them from sexual harassment. ”
