மக்களின் பேரன்பை பெற்ற நீலகிரி மாவட்ட ஆட்சியரை மாற்றும் முடிவை அரசு கைவிட வேண்டும்- சீமான்-The government should abandon the decision to change the Nilgiris District Collector who has won the support of the people - Seeman

”நீலகிரி மாவட்ட ஆட்சியரை மாற்றும் முடிவை தமிழ்நாடு அரசு உடனடியாகக் கைவிட வேண்டும்” என்று நாம் தமிழர் கட்சித் தலைமை ஒருங்கிணைப்பாளர் சீமான் வலியுறுத்தியுள்ளார். அவர், வெளியிட்டுள்ள அறிக்கையில்,

”யானைகளின் வழித்தடத்தை மீட்டெடுத்து, அவற்றைப் பாதுகாக்க முனைப்புடன் செயல்பட்டு வரும் நீலமலை மாவட்ட ஆட்சியரை இடமாற்றம் செய்யவிருப்பதாக உச்சநீதிமன்றத்தில் தமிழக அரசு தெரிவித்திருப்பது பெரும் அதிர்ச்சியளிக்கிறது. மக்கள் நலனைப் புறந்தள்ளி, அதிகாரத்தைத் தவறாகப் பயன்படுத்தி, அரசியல் அழுத்தம் கொடுத்து நேர்மையான அதிகாரியைப் பந்தாடும் தமிழ்நாடு அரசின் பொறுப்பற்றச்செயல் வன்மையான கண்டனத்திற்குரியது.

மேற்குத்தொடர்ச்சி மலை தந்த கொடையான நீலமலை மாவட்டத்தில் மனிதர்களால் சீரழிந்துகொண்டிருக்கிற சூழலியலைப் பாதுகாக்க சிறப்பாகச் செயல்பட்டு மக்களின் பேரன்பையும், பெருமதிப்பையும் பெற்றவர் மாவட்ட ஆட்சியர் இன்னோசென்ட் திவ்யா ஆவார். முறைகேடாக மரங்களை வெட்டுவதற்குத்தடை, ஆழ்துளைக்கிணறு அமைக்கத்தடை, நெகிழியை முழுமையாக ஒழிக்கக் கடுமையான நடவடிக்கைகள், விதி மீறிக் கட்டப்பட்ட கட்டிடங்களை மூடி முத்திரை வைப்பு, கொரோனா தொற்றுப்பரவல் தடுப்புப்பணிகளில் முதலிடம் எனப்பல்வேறு ஆக்கப்பூர்வமான நடவடிக்கைகளை முன்னெடுத்து சிறப்பாகப் பணியாற்றியவராவார். 

இத்தோடு, நீலமலை மாவட்டத்தில் தீர்வுகாண முடியாத பெரும் சிக்கலாக இருக்கிற யானைகளுக்கும், மனிதர்களுக்கும் இடையேயான மோதல்களால் ஏற்படும் உயிரிழப்புகளைத் தடுக்க யானைகள் வழித்தடத்தை மீட்டெடுக்கவும் பெரும் முயற்சியெடுத்தார். அப்பணிகளில் எவ்விதத்தொய்வும் ஏற்பட்டுவிடக்கூடாது என்பதற்காகவே முழுமையாக யானைகள் வழித்தடத்தை மீட்டெடுக்கும்வரை நீலமலை மாவட்ட ஆட்சியரை இடமாற்றம் செய்யக்கூடாதென்று கடந்த 2018 ஆம் ஆண்டு உச்சநீதிமன்றமே உத்தரவிட்டது. 

இந்நிலையில், ஆட்சி மாற்றத்திற்குப் பிறகு, யானைகளின் வழித்தடங்களை ஆக்கிரமித்துள்ள தனியார் சொகுசு விடுதி உரிமையாளர்களுக்குச் சாதகமாக மாவட்ட ஆட்சியரை மாற்ற திமுக அரசு முடிவெடுத்துள்ளதாக நீலமலை மாவட்ட மக்கள் ஐயம் தெரிவித்தனர்.

யானைகளின் வழித்தடங்கள் இன்னும் முழுமையாக மீட்டெடுக்கப்படாதச்சூழலில், மாவட்ட ஆட்சியர் சொந்தக்காரணங்களுக்காக இடமாற்றம் கோருவதுபோல ஒரு தோற்றத்தை ஏற்படுத்த திமுக அரசு முயல்வது மக்களின் ஐயப்பாட்டை உறுதிப்படுத்துவதாக அமைந்துள்ளது. 

உச்சநீதிமன்றமும் தனது முந்தைய நிலைப்பாட்டிலிருந்து மாறி, அதிகாரிகள் மாறினாலும் மக்கள் பணியில் எவ்விதப்பாதிப்பும் ஏற்படாது எனச் சமாதானம்கூறி மாவட்ட ஆட்சியரை மாற்றுவதற்கான, தமிழக அரசின் முடிவை ஏற்றுக்கொண்டிருப்பது மிகுந்த ஏமாற்றத்தைத் தருகிறது. ஆகவே, மாவட்ட ஆட்சியரை மாற்றும் திமுக அரசின் முடிவு யானைகள் வழித்தடத்தை மீட்டெடுப்பதில் மிகப்பெரிய பின்னடைவை ஏற்படுத்தக்கூடும் என்பதே ஒட்டுமொத்த நீலமலை மாவட்ட மக்களின் ஒருமித்த எண்ணாவோட்டமாகும்.

ஆகவே, சூழலியல் மீது பெரும் அக்கறைகொண்டு செயல்பட்டு வரும் மாவட்ட ஆட்சியரை, மக்களின் விருப்பத்திற்கு மாறாக, மறைமுக அரசியல் அழுத்தம் கொடுத்து இடமாற்றும் முடிவை திமுக அரசு உடனடியாகக் கைவிட வேண்டுமென்று வலியுறுத்துகிறேன்” என்று அறிக்கையில் தெரிவித்திருக்கிறார்.

Seeman, the chief co-ordinator of the Naam Tamil Party, stressed that the Tamil Nadu government should immediately abandon its decision to change the Nilgiris district governor. He, in a statement,

It is shocking that the Tamil Nadu government has stated in the Supreme Court that it intends to restore the route of the elephants and replace the Neelamalai District Collector who is working diligently to protect them. The irresponsibility of the Government of Tamil Nadu in disregarding the interests of the people, abusing power and exerting political pressure on an honest official is highly reprehensible.

District Collector Innocent Divya has earned the respect and admiration of the people for his dedicated work in protecting the ecologically degraded ecosystem in the Neelamalai District, a gift from the Western Ghats.

He has been instrumental in preventing the illegal felling of trees, digging deep wells, cracking down on plastic completely, sealing off illegally constructed buildings, and being at the forefront of corona epidemic prevention. In addition, he made great efforts to restore the Elephant Route to prevent casualties caused by human-elephant conflict, which is a major problem in the Neelamalai district.

In 2018, the Supreme Court ordered that the Neelamalai District Collector should not be transferred until the Elephant Route is fully restored so that there is no delay in such work. In this context, the people of Neelamalai district doubt that the DMK government has decided to change the District Collector in favor of the private luxury hotel owners who have occupied the elephant routes after the change of government.

At a time when elephant routes have not yet been fully restored, the DMK government's attempt to make it look like the district collector is seeking relocation for personal reasons confirms the people's skepticism.

It is very disappointing that the Supreme Court has also changed its position and accepted the decision of the Government of Tamil Nadu to change the District Collector on the assurance that even if the officers change, there will be no impact on the work of the people. Therefore, the overall consensus of the people of the Neelamalai district is that the decision of the DMK government to change the District Collector could cause a major setback in the restoration of the Elephant Route.

Therefore, I urge the DMK government to immediately abandon its decision to relocate the District Collector, who has a keen interest in ecology, under indirect political pressure against the will of the people. ”
