மழை வெள்ள பாதிப்பு: தலைமை செயலர் இறையன்புவுடன் மத்திய ஆய்வு குழு ஆலோசனை-Rain Flood Impact: Consultation of the Central Study Group with the Chief Secretary

மழை வெள்ள பாதிப்புகளை ஆய்வு செய்ய தமிழகம் வந்ததுள்ளது மத்திய குழு. முதற்கட்டமாக தலைமை செயலர் இறையன்புவுடன் ஆலோசனை மேற்கொண்டு வருகின்றனர் குழுவினர்.

தொடர்ந்து இரண்டு குழுக்களாக பிரிந்து பாதிக்கப்பட்ட பகுதிகளை ஆய்வு மேற்கொள்ள திட்டமிட்டுள்ளநிலையில் நாளை சென்னை, செங்கல்பட்டு, காஞ்சிபுரம், புதுச்சேரி ஆகிய பகுதிகளில் மத்திய உள்துறை இணை செயலாளர் ராஜூவ் சர்மா தலைமையிலான குழுவும்; கன்னியாகுமரி மாவட்டத்தில் மத்திய நிதித்துறை செலவின பிரிவு ஆலோசகர் ஆர்.பி.கவுல் தலைமையிலான குழுவும் ஆய்வு மேற்கொள்கிறது.

பின் நாளை மறுநாள் வேலூர், ராணிப்பேட்டை மாவட்டங்களில் ஏற்பட்ட பாதிப்புகளை கவுல் தலைமையிலான குழு ஆய்வு மேற்கொள்ள உள்ளது. போலவே அன்றைய தினம் கடலூர், மயிலாடுதுறை, நாகபட்டினம், திருவாரூர், தஞ்சாவூர், ஆகிய மாவட்டங்களில் ராஜூவ் சர்மா தலைமையிலான குழு ஆய்வு மேற்கொள்கிறது. பின் 3ம் நாள் ஆய்வை முடித்துக்கொண்டு, 4ஆம் நாள் (வரும் 24ஆம் தேதி) முதலமைச்சரை சந்தித்து மத்திய குழு ஆலோசனை நடத்தவுள்ளது.

தமிழகத்தின் சார்பில் வருவாய் நிர்வாக ஆணையர் பணீந்தர் ரெட்டி, வருவாய் செயலார் குமார் ஜெயந்த் மத்திய குழுவை ஒருங்கிணைப்பார்களகாக செயல்படுவார்கள் என தெரிவிக்கப்பட்டுள்ளது. மேலும் கட்சி பாகுபாடுகள் இன்றி பாதிக்கப்பட்ட அனைத்து தரப்பு மக்களும் மத்திய குழுவிடம் பாதிப்புகளை கூற வழிவகை செய்ய வேண்டும் என தமிழக அரசு சார்பில் மாவட்ட ஆட்சியர்களுக்கு உத்தரவிடப்பட்டுள்ளது.

முன்னதாக வடகிழக்கு பருவமழை தீவிரமடைந்ததையடுத்து கரையை கடந்த காற்றழுத்த தாழ்வு மண்டலங்களால் சென்னை, செங்கல்பட்டு, காஞ்சிபுரம், கடலூர், மயிலாடுதுறை, நாகபட்டினம், தஞ்சை, கன்னியாகுமரி உள்ளிட்ட மாவட்டங்கள் கடுமையாக பாதிக்கப்பட்டன. கனமழையால் டெல்டா மாவட்டங்களில் ஏற்பட்ட பயிர் சேதம் குறித்து ஆய்வு செய்ய அமைச்சர் ஐ.பெரியசாமி தலைமையில் அமைக்கப்பட்ட குழு ஆய்வறிக்கையை அண்மையில் முதலமைச்சரிடம் சமர்பித்திருந்தனர்.

இதனை தொடர்ந்து டெல்லியில் உள்துறை அமைச்சர் அமித்ஷாவை சந்தித்த திமுக நாடாளுமன்ற குழு தலைவர் டி.ஆர்.பாலு ஆய்வறிக்கையை வழங்கியிருந்தார். அதில் தமிழகத்திற்கு பேரிடர் நிவாரண நிதியாக ரூ.2.79 கோடி ரூபாய் வழங்க வேண்டும் எனவும், உடனடியாக 550 கோடி ரூபாய் வழங்க வேண்டும் எனவும் அவர் கோரிக்கை விடுத்திருந்தார்.

இந்நிலையில் மழை வெள்ள பாதிப்புகளை ஆய்வு செய்ய மத்திய உள்துறை இணை செயலாளர் ராஜூவ் சர்மா தலைமையிலான 7பேர் கொண்ட குழு இன்று சென்னை வந்தடைந்தனர். 

The Central Committee has come to Tamil Nadu to study the effects of the floods. In the first instance, the committee is consulting with the Chief Secretary.

A team led by Union Home Secretary Rajiv Sharma will visit Chennai, Chengalpattu, Kanchipuram and Pondicherry tomorrow to study the affected areas. A team led by RP Kaul, an adviser to the Central Finance Expenditure Division in Kanyakumari district, is also conducting the study.

The next day, a team led by Kaul will inspect the damage in Vellore and Ranipettai districts. Similarly, a team led by Rajiv Sharma is inspecting Cuddalore, Mayiladuthurai, Nagapattinam, Thiruvarur and Thanjavur districts on the same day. After concluding the study on the 3rd day, the Central Committee will meet the Chief Minister on the 4th day (coming on the 24th) and hold consultations.

On behalf of Tamil Nadu, Revenue Commissioner Paninder Reddy and Revenue Secretary Kumar Jayant will act as co-ordinators of the Central Committee. Further, the District Collectors on behalf of the Government of Tamil Nadu have been directed to make way for the affected people from all walks of life to report their grievances to the Central Committee without party affiliation.

Districts including Chennai, Chengalpattu, Kanchipuram, Cuddalore, Mayiladuthurai, Nagapattinam, Thanjavur and Kanyakumari were severely affected by the depression due to the earlier intensification of the northeast monsoon. A team headed by Minister I. Periyasamy had recently submitted a report to the Chief Minister to study the crop damage caused by the heavy rains in the delta districts.

Following this, DMK Parliamentary Committee Chairman DR Palu, who met Home Minister Amit Shah in Delhi, presented the paper. He had demanded Rs 2.79 crore as disaster relief fund for Tamil Nadu and Rs 550 crore immediately.

A seven-member team led by Union Home Secretary Rajiv Sharma arrived in Chennai today to study the effects of the monsoon floods.
