“நிதி பற்றாக்குறை” - "Lack of funds"

தூத்துக்குடியிலுள்ள கோவில்பட்டி அரசு மாவட்ட தலைமை மருத்துவமனையில் ‘நிதி பற்றாக்குறை காரணமாக பிலிம் வாங்க முடியவில்லை’ எனக்கூறி பேப்பரில் எக்ஸ்ரே முடிவுகள் எழுதித்தரப்படும் அவலம் நடந்து வருகிறது. இதனால் தரமான சிகிச்சை பெற முடியமால் பொதுமக்கள் பரிதவிக்கின்றனர்.

இந்த மாவட்ட தலைமை மருத்துவமனைக்கு கோவில்பட்டி நகர் மட்டுமின்றி நெல்லை, தூத்துக்குடி, தென்காசி, விருதுநகர் என 4 மாவட்ட மக்கள் சிகிச்சை பெற வருகின்றனர். குறிப்பாக தீப்பெட்டி, பட்டாசு ஆலை, நூற்பாலை தொழிலாளர்கள், விவசாயிகள் என தினந்தோறும் ஆயிரத்திற்கும் மேற்பட்டவர்கள் வெளிநோயாளிகளாக வருவதுண்டு. இதுபோலவே, 500க்கும் மேற்பட்டவர்கள் உள் நோயாளிகளாக சிகிச்சை பெற்று வருகின்றனர். மேலும் கோவில்பட்டி அருகே தேசிய நெடுஞ்சாலை இருப்பதால் இப்பகுதியில் ஏற்படும் விபத்துகளில் காயமடைந்தவர்களும் அரசு மருத்துவமனையை நாடி வரும் நிலை உள்ளது. அந்தளவுக்கு முக்கியத்துவம் வாய்ந்த இம்மருத்துவமனையிலேயே டிஜிட்டல் வளர்ச்சி மோசமாக இருப்பது மக்களுக்கு கடும் சிரமத்தை ஏற்படுத்தியுள்ளது. அதிலும் குறிப்பாக விபத்துக்களில் சிக்கி வருபவர்களுக்கு பேப்பரில் எக்ஸ்ரே முடிவினை கொடுப்பதால் சிகிச்சை அளிப்பதில் மருத்துவர்கள் மிகுந்த சிரமத்தை அடைந்து வருகின்றனர்.

“கடந்த 2 மாதங்களாக இங்கு இந்த நிலை இருப்பதால், இங்கு சிகிச்சை பெற வருபவர்களுக்கு முறையாக சிகிச்சை அளிக்க முடியமால் மருத்துவர்களும் தவித்து வருகின்றனர். குறிப்பாக இப்படி பேப்பரில் எக்ஸ்ரே முடிவுகளை கொடுப்பதால் மருத்துவர்கள் குழப்பமடைகின்றனர். அதனால் அதிக விலை கொடுத்து வெளியில் எக்ஸ்ரே எடுக்க வேண்டிய நிலைக்கு தள்ளப்பட்டுள்ளோம்” என பொது மக்கள் குற்றம் சாட்டுகின்றனர். வழக்கமாக அரசு மருத்துவமனையில் பிலிம் மூலமாக எடுக்கப்படும் எக்ஸ்ரேவுக்கு ரூ.50 வசூலிக்கப்படும். ஆனால் தற்பொழுது வெளியே எடுப்பதால் 400 ரூபாய் முதல் 600 ரூபாய் வரை பொது மக்கள் செலவு செய்ய வேண்டிய நிலைக்கு தள்ளப்பட்டுள்ளனர்.

வாடஸ் அப்பில் அவற்றை கொடுப்பதாக மருத்துவமனை நிர்வாகம் தெரிவித்தாலும், பாமர மக்கள் எத்தனை பேரிடம் ஆன்டராய்டு மொபைல் போன் இருக்கிறது என்று தெரியாது. மேலும் ஒவ்வொரு முறையும் பாமர மக்களால் செல்போனை கொண்டுவந்து மருத்துவரிடம் காண்பிக்க முடியாது. இதுவே பிலிம் என்றால் பாதுகாப்பாக வைப்பது மட்டுமின்றி, எப்போது வேண்டும் என்றாலும் எளிதில் எடுத்து செல்ல முடியும் என்பதால் பெரும்பாலான மக்கள் அதையே விரும்புகின்றனர்.

ஆகவே மாவட்ட ஆட்சியர் தலையீட்டு போதிய நிதி ஒதுக்கீடு செய்து மீண்டும் பிலிமில் முடிவுகளை தர நடவடிக்கை எடுக்க வேண்டும் என்பதே பொதுமக்களின் கோரிக்கையாக உள்ளது. இப்பிரச்சினை குறித்து மாவட்ட ஆட்சியர் செந்தில்ராஜீடம் கேட்ட போது இது குறித்து நடவடிக்கை எடுக்கப்படும் என்றும், மீண்டும் பிலிம் மூலமாக வழங்க நடவடிக்கை எடுக்கப்படும் என்றும் அவர் தெரிவித்துள்ளார்.

An X-ray, usually taken with a film at a government hospital, costs Rs 50. But now the general public is being forced to spend between Rs 400 and Rs 600 on taking it out.
