தமிழை பயிற்றுமொழியாக்க இயலாது - மத்திய அரசு நீதிமன்றத்தில் வாதம்

தமிழகத்தில் உள்ள மத்திய அரசின் கல்வி நிறுவனங்களில் தமிழை பயிற்றுமொழியாக்க இயலாது என மத்திய அரசு தெரிவித்துள்ளது. 

தூத்துக்குடி மாவட்டம் கடம்பூர் சேர்ந்த செல்வகுமார் உயர் நீதிமன்ற மதுரைக் கிளையில் பொதுநல வழக்கினைத் தாக்கல் செய்திருந்தார். அதில், "ஒன்றிய அரசு இந்தி மற்றும் சமஸ்கிருத மொழிகளுக்கு மட்டும் முக்கியத்துவம் அளித்து, அரசியலமைப்பால் அங்கீகரிக்கப்பட்ட மீதமுள்ள 20 மொழிகளையும் புறக்கணிக்கும் வகையில் செயல்பட்டு வருகிறது. தமிழகத்தில் 59 கேந்திரிய வித்யாலயா பள்ளிகள் இயங்கி வரும் சூழலில், ஒட்டுமொத்தமாக 1,228 கேந்திரிய வித்யாலயா பள்ளிகள் இந்தியாவில் பல்வேறு மாநிலங்களிலும் செயல்பட்டு வருகின்றன. ஆனால் இந்தப் பள்ளிகளில் அந்தந்த மாநில மொழிகள் பயிற்று மொழிகளாகவோ, பாடல்களாகவோ இல்லை. அதனால் இந்தி மற்றும் சமஸ்கிருதம் தெரியாத பிற மொழி பேசும் மாணவர்களை ஒன்றிய அரசு மாற்றாந்தாய் மனப்பான்மையுடன் அணுகுவது உறுதியாகிறது. சமஸ்கிருத பாடத்தை கட்டாயமாக்குவதும், இந்தி மொழியில் பயிற்றுவிப்பதும் அநீதியானது. ஆகவே தமிழகத்தில் இயங்கும் மத்திய அரசின் அனைத்து கல்வி நிறுவனங்களிலு தமிழை கட்டாயப் பாடமாக்கவும், பயிற்று மொழியாக்கவும் உத்தரவிட வேண்டும். மேலும் மத்திய அரசின் கல்வி நிறுவனங்கள் எந்த மாநிலத்தில் இயங்குகிறதோ, அந்த மாநில மொழியை கட்டாயப் பாடமாக்கவும், பயிற்று மொழியாக்கவும் உத்தரவிட வேண்டும்" எனக் கூறியிருந்தார்.

இந்த வழக்கு நீதிபதிகள் புஷ்பா சத்தியநாராயணா, வேல்முருகன் அமர்வு முன்பாக விசாரணைக்கு வந்தது.

மத்திய அரசுத்தரப்பில், "தமிழகத்தில் இயங்கும் மத்திய அரசின் கல்வி நிறுவனங்களில், தமிழ் ஒரு பாடமாக உள்ளது. தமிழை பாடமாக பயில விரும்பும் மாணவர்கள் அதனை தேர்வு செய்து பயிலும் வகையில் உள்ளது. இதேபோல எந்த மாநிலத்தில் மத்திய அரசு பள்ளி இயங்குகிறதோ, அந்தந்த மாநில மொழி பாடமாக வைக்கப்பட்டுள்ளது. மாணவர்கள் விரும்பினால் அதனை தேர்வு செய்துகொள்ளலாம். மத்திய அரசின் கல்வி நிறுவனங்கள் பெரும்பாலும் மத்திய அரசு பணியில் இருக்கும் ஊழியர்களின் குழந்தைகளுக்காகவே நடத்தப்படுகிறது. மத்திய அரசு ஊழியர்களுக்கு இடமாறுதல் வழங்கப்படும் போது அவர்களின் குழந்தைகளின் கல்வி பாதிக்கப்படக்கூடாது என்ற நோக்கிலேயே இந்த பள்ளிகள் நடத்தப்படுகின்றன. ஆகவே அந்தந்த மாநில மொழிகளை பயிற்று மொழியாக்க இயலாது" என குறிப்பிடப்பட்டது.

இதையடுத்து நீதிபதிகள் மத்திய அரசு ஊழியர்களின் குழந்தைகளுக்கு இந்தியா முழுவதும் ஒரே மாதிரியான கல்வியை வழங்கும் நோக்கிலேயே இந்த பள்ளிகள் நடத்தப்படுகின்றன எனக் கூறி வழக்கின்  தீர்ப்பினை தேதி குறிப்பிடாமல் ஒத்திவைத்து உத்தரவிட்டனர்.

Selvakumar, a resident of Kadampur in Thoothukudi district, had filed a welfare case in the Madurai branch of the High Court. It said, “The Union Government is focusing only on Hindi and Sanskrit and ignoring the remaining 20 languages ​​recognized by the Constitution.

With 59 Kendriya Vidyalaya schools operating in Tamil Nadu, a total of 1,228 Kendriya Vidyalaya schools are functioning in various states of India. But in these schools the respective state languages ​​are not the languages ​​of instruction or songs. So the Union government is committed to treating students who speak other languages ​​who do not know Hindi and Sanskrit with a stepmotherly attitude. Compulsory teaching of Sanskrit and teaching in Hindi is unjust. Therefore, it should be ordered to make Tamil a compulsory subject and language of instruction in all educational institutions of the Central Government operating in Tamil Nadu.

In addition, the federal government must mandate that the state language in which it operates be made the language of instruction and the language of instruction. "

The case came up for hearing before Justices Pushpa Satyanarayana and Velmurugan.

According to the Central Government, "Tamil is a subject in the Central Government Educational Institutions operating in Tamil Nadu. Students who wish to study Tamil as a subject are required to choose and study it. Educational institutions are often run for the children of central government employees, and these schools are run with the aim of ensuring that the education of their children is not compromised when transferring federal employees. Therefore, it is not possible to teach the respective state languages.

 

Following this, the judges adjourned the case without setting a date, saying that these schools were being run with the aim of providing uniform education to the children of central government employees across India.
