'சான்றிதழுக்கான 18% ஜிஎஸ்டி வரி மாணவ, மாணவியரின் பெற்றோர்கள் தலையில் விழாதவாறு தமிழ்நாடு அரசு நடவடிக்கை எடுக்க வேண்டும்' என கோரிக்கை விடுத்துள்ளார் ஓ.பன்னீர்செல்வம்.
இதுதொடர்பாக அதிமுக ஒருங்கிணைப்பாளர் ஓ.பன்னீர்செல்வம் வெளியிட்ட அறிக்கையில் கூறியிருப்பதாவது:- ''தமிழக அரசின் வணிக வரித்துறை கடந்த மாதம் அண்ணா பல்கலைக்கழகத்திற்கு அறிவிப்பு ஒன்றினை வழங்கியுள்ளதாக பத்திரிகைகளில் நேற்று செய்தி வந்துள்ளது. இதன் அடிப்படையில் அண்ணா பல்கலைக்கழகம் தனது கட்டுப்பாட்டின் கீழ் வரும் 500க்கும் மேற்பட்ட இணைப்பு கல்லூரிகளுக்கும் ஒரு சுற்றறிக்கையை அனுப்பி உள்ளதாகவும் அதில் இடமாற்று சான்றிதழுக்கான கட்டணம், உண்மைத் தன்மை சரிபார்ப்பு சான்றிதழுக்கான கட்டணம் ஆகியவற்றின் மீது 18 விழுக்காடு பொருட்கள் மற்றும் சேவைகள் வரியும், மதிப்பெண் பட்டியல், ஒட்டுமொத்த மதிப்பெண் பட்டியல், தற்காலிக பட்டச் சான்றிதழ், பட்ட சான்றிதழ் ஆகியவற்றில் திருத்தம் மேற்கொள்வதற்கான கட்டணத்தில் 18 விழுக்காடு வரியும், தொலைந்துப் போன சான்றிதழ்களை மீண்டும் பெற செலுத்தும் கட்டணத்தில் 18 விழுக்காடு வரியும், விடைத்தாளின் நகலினைப் பெறுவதற்கு கட்டணத்தில் 18 விழுக்காடு வரியும் வசூலிக்கப்பட வேண்டும் என அறிவுறுத்தி உள்ளதாகவும், இதற்கான புதிதாக ஒரு ஜிஎஸ்டி பதிவு எண்ணை அண்ணா பல்கலைக்கழகம் பெற்றிருப்பதாகவும் பத்திரிகைகளில் செய்திகள் வந்துள்ளன.
இதன்படி ஒரு சான்றிதழுக்கு 1,000 ரூபாய் கட்டணமாக வசூலிக்கப்படுகிறது என்றால் 180 ரூபாயை பொருட்கள் மற்றும் சேவைகள் வரியாக ஒவ்வொரு மாணவ மாணவியர் கூடுதலாக செலுத்த வேண்டும். இதன் மூலம் தமிழ்நாட்டில் உள்ள அனைத்து கல்லூரிகளில் பயிலும் மாணவ மாணவியர் மத்தியில் குறிப்பாக ஏழை எளிய நடுத்தர வகுப்பு மாணவ மாணவியர் மத்தியில் ஒருவித அச்சம் நிலவுகிறது. எனவே அண்ணா பல்கலைக்கழகத்தால் வெளியிடப்பட்ட இந்த சுற்றறிக்கை உடனடியாக ரத்து செய்யப்பட வேண்டும். சான்றிதழுக்காக 18% பொருட்கள், சேவை வரி மாணவ, மாணவியரின் பெற்றோர்கள் தலையில் விழாதவாறு தமிழ்நாடு அரசு நடவடிக்கை எடுக்க வேண்டும்'' என அவர் தெரிவித்துள்ளார்.
O. Panneerselvam has demanded that the Tamil Nadu government should take action so that the 18% GST tax on certificates does not fall on the heads of students and parents.
AIADMK co-ordinator O. Panneerselvam said in a statement: "It was reported in the press yesterday that the Tamil Nadu government's business tax department had issued a notification to Anna University last month.
Based on this, Anna University has sent a circular to the more than 500 affiliated colleges under its control, including 18 per cent tax on transfer certificate, fee for verification of authenticity, goods and services tax, revision of mark sheet, overall mark sheet, degree certificate and degree certificate. Newspapers have reported that Anna University has been advised to levy 18 per cent tax on the transaction fee, 18 per cent tax on the repayment of lost certificates and 18 per cent tax on obtaining a copy of the answer sheet, for which Anna University has obtained a new GST registration number.
Accordingly, if a fee of Rs. 1,000 is charged for a certificate, each student will have to pay an additional Rs. 180 as goods and services tax. As a result, there is a certain fear among the students studying in all the colleges in Tamil Nadu, especially among the poor simple middle class students.
Therefore this circular issued by Anna University should be canceled immediately. The Government of Tamil Nadu should take steps to ensure that 18% of the goods and services tax for the certificate does not fall on the heads of students and parents, ”he said.
