Governor RN Ravi said that even in a progressive state like Tamil Nadu, there were developmental differences and sub-regional disparities, but the inclusive growth of the Prime Minister has brought about fundamental change.
Speaking at the graduation ceremony of the Tamil Nadu University of Veterinary Sciences in Chennai, he described Prime Minister Narendra Modi's all-encompassing development as a model for bringing about any kind of change and taking the country on the path of development. He said the previous development model had created regional and sub-regional inequalities and social tensions on a large scale.
He also pointed out that even in a progressive state like Tamil Nadu, there were growth differences and sub-regional disparities. He blamed the previous model for Darwinian development, saying that those who were relatively intelligent had set aside benefits and left the vast majority of people behind.
Thus, for the past 60 years, India has been the country with the highest number of poor, illiterate and sick people, but Prime Minister Narendra Modi's inclusive development model, basic amenities like food, shelter, health, education, electricity, cooking gas in all parts of the country, without any discrimination. He said that every citizen in the area has been reached.

சென்னையில் உள்ள தமிழ்நாடு கால்நடை மருத்துவ அறிவியல் பல்கலைக்கழகத்தின் பட்டமளிப்பு விழாவில் கலந்து கொண்டு பேசிய அவர், பிரதமர் நரேந்திர மோடியின் அனைவரையும் உள்ளடக்கிய வளர்ச்சி, அடிப்படையில் எந்தவிதமான மாற்றத்தை கொண்டு வந்து, நாட்டை எப்படி வளர்ச்சி பாதைக்கு அழைத்துச் செல்கிறது என்பதற்கான முன்னுதாரணத்தை விளக்கினார். இதற்கு முன்பு இருந்த வளர்ச்சி மாடல், பிராந்திய மற்றும் துணை பிராந்திய ஏற்றத்தாழ்வுகளையும், சமூக பதற்றங்களையும் தான் மிகப் பெரிய அளவில் உருவாக்கியிருந்ததாக தெரிவித்தார்.
தமிழகம் போன்ற ஒரு முற்போக்கான மாநிலத்தில் கூட வளர்ச்சி வேறுபாடுகள் மற்றும் துணை பிராந்திய ஏற்றத்தாழ்வுகள் இருந்ததாகவும் சுட்டிக்காட்டினார். இதற்கு முன்பு இருந்த மாடல் டார்வினியன் வளர்ச்சி என்றும், ஒப்பீட்டளவில் புத்திசாலிகளாக இருந்தவர்கள் நன்மைகளை ஒதுக்கிவிட்டு, பெருவாரியான மக்களை பின்தங்க வைத்துவிட்டதாகவும் குற்றம்சாட்டினார்.
இதனால் கடந்த 60 ஆண்டுகளுக்கு மேலாக ஏழைகள், கல்வியறிவு இல்லாதவர்கள், நோயுற்றவர்களை அதிகம் கொண்ட நாடாக இந்தியா இருந்தது என்றும், ஆனால், பிரதமர் நரேந்திர மோடியின் அனைவரையும் உள்ளடக்கிய வளர்ச்சி மாடல், உணவு, உறைவிடம், சுகாதாரம், கல்வி, மின்சாரம், சமையல் எரிவாயு என அடிப்படை வசதிகள் எந்த பாகுபாடும் இல்லாமல், நாட்டின் அனைத்து பகுதிகளிலும் உள்ள ஒவ்வொரு குடிமகனையும் சென்று அடைந்திருக்கிறது என்றும் தெரிவித்தார்.
